What The Act Addresses
A pawnbroker must hold a licence from the municipality before operating — separate from anything the province requires.
Every pledge recorded with the date, the pawner's name, address and description, a description of the item, and the sum lent — entries numbered consecutively.
A report of the previous day's pledges delivered to police before noon, every business day.
"Every police officer shall at all times be given access to and may inspect a pawnbroker's books, papers…" — no notice required.
A pawnticket issued to every customer, plus a yearly alphabetical list of pawners kept on file.
Graduated holding periods by loan size before an unredeemed pledge can be treated as forfeit.
The Same Counter Routine
One barcode scan fills the pawner's name, address, description, and ID — the fields Section 9 requires. Webcam grabs the customer photo and ID photo. Repeat customers: already on file.
Item, brand, model, serial, photos — several items on one ticket if that's the deal. Receipt prints, the redemption period starts on its own, and the register won't let the item go early.
