What The Bylaw Addresses
A "pawnshop" is a place with more than 10 pawn transactions a month, and must sit at least 160 metres from another pawnshop (grandfathered exceptions apply). No transactions with anyone under 18.
Pawned property is held at least 2 clear business days, kept off display for sale for 30 days, then displayed 15 more days before it can be sold.
Detailed seller identification and item description recorded before purchase, reported electronically to the Chief of Police at least once every business day.
The bylaw defines "pawnbroker" and "pawn transaction" by reference to Saskatchewan's Pawned Property (Recording) Act, and requires electronic recording in accordance with it.
