The Regulatory History
Every dealer and pawnbroker keeps a register of items pawned or purchased and reports to VPD by 10:30 a.m. each business day. Originally hand-delivered to VPD's Property Crime Unit.
Council amended the by-law to allow electronic submission instead of hand-delivering paper reports.
Council approved and funded an internet-based reporting system called X-Tract, built by XML Global Research and hosted at E-Comm, cross-checked against CPIC. By the 2002 report, the majority of Vancouver dealers were reporting through it.
No source newer than 2002 confirms X-Tract is still the platform VPD's Identity Theft and Anti-Fencing Unit uses. Confirm the current system directly with VPD — Report To LEADS submits to LEADS Online automatically if that's what they use, and gives you a clean export either way.
The Same Counter Routine
One scan fills the customer's name, address, and identification into the register By-law 2807 requires. Webcam grabs the ID photo. Repeat customers: already on file.
